Lighten up an existing dull proposal letter for a commercial HVAC contractors

Commercial HVAC Contractor. We design, install and maintain commercial HVAC systems for office towers, retail and industrial developments. Our target audience is building owners, commercial property managers, project & development managers, head contractors, construction managers

We need to write a proposal letter to our clients when bidding for a project. The letter states what we are doing to deliver the project, i.e. equipment offered, how we are going to do the job, what equipment we are offering, pricing structure, contract conditions etc. The proposal letter is mostly sent to the client via email, sometimes it is printed and hand delivered. At the moment our proposal latter is very dull and boring, looking for a new proposal letter that will stand out, looks more vibrant and visually appealing-even taking you away from the sometimes boring stuff that's in it.. It needs to be easily formatted and changed as we do use the letter in a number of different forms. I have attached our current proposal letter and also our logo, I'm also not against any minor redesign of the existing logo, however certainly not looking to lose any brand identity.
