Story to tell in the infographic
Two part message: 1) we want to convey that there is now a strong, federal system in place that can give consumers across the country the confidence that there is a unified approach to managing chemicals safety. This national law will almost superceded many confusing state laws. 2) teh second message is that this is almost a partnership with the federal government. We haven't stripped states of their rights, but their is a system in place that if the federal government takes action, states no longer need to. Federal action takes precedence

open to idea here. Some of us internally see this almost as a traffic light -- green means ok to proceed, yellow is slow down/pause, red means stop. There are almost two "lanes" here also -- total STOP, and then PAUSE. Thsi shodul become more clear when you read teh outline.
